Rebadge/Reissuance of ID Media

Aloha Signatories,

In concurrence with Federal and Airport Regulations, the Daniel K. Inouye International Airport will undergo a rebadge / reissuance of ID Media (also known as badge) for all airport personnel.  Companies will be required to have all active badge holders exchange their current ID Media for a new one.  To start the process, all personnel will be required to complete a new application.  The application is form fillable and does not have to be printed in color.  The application can be found on the DOT webpage at: http://airports.hawaii.gov/hnl/passid/badge-application.  To minimize data entry errors, we prefer applications be typed.  However, we will accept hand written applications as long as they are legible and filled out in black ink.  Effective Monday, April 30, 2018, the Pass & ID Office will no longer accept the old applications.

To accommodate the employees going through the rebadge / reissuance process, the badging hours will be extended.  Effective Wednesday, April 25, 2018, the Pass & ID Office will open from 6:00 a.m. to 6:00 p.m., Monday through Friday, except for State Holidays.  The new and renewal badge applications will only be accepted from 7:45 a.m. to 3:45 p.m., Monday through Friday, except for State Holidays.  Please note that the extended hours apply only to the rebadging process only.  The Ramp Office hours are not affected.  However, the ramp licensing program has temporarily moved to the 9th floor of the Administrative Tower Building (same building as the Pass & ID Office).

Requirements / responsibilities for the rebadge process is as follows:

Authorized Signatory responsibility:

  • Distribute the new application to employees.
  • Notify employees that current and accurate information is imperative.
  • Collect applications and ensure they are legible and complete.
    • The applications must contain the company’s registered name.
    • The applications do not have to be printed in color.
    • The applications can be printed double-sided to conserve paper.
    • The applications must be filled in with black ink, if not typed.
    • Corrections cannot be made with correction tape (white out).
    • Fields that do not apply must be left blank.
  • Complete Section 3
    • The applications must contain the company’s registered name.
    • In the Badge Status section, please select Other and type/write in rebadge.
    • The Authorized Sate field is the date that you signed the application.
  • Sign completed applications.
  • Submit the completed, originally signed applications to the Pass & ID Office by Monday, April 30, 2018.
    • Signatories may submit the applications in batches to the Pass & ID Office.
    • Applications that contain digital signatures, stamped signatures, label/stickers, and/or stamped company names WILL NOT be accepted.
    • Companies that need additional time to distribute and collect applications may request for an extension.  Email request to Mr. Craig Fujihara, Airport Security Manager, via Pass & ID Office at dot.air.hnl.badge@hawaii.gov.
  • Some employees may have already received their new badges (they renewed within the past few weeks, applied as a new badge applicant within the past few weeks, badge was replaced within the past few weeks, etc.).  Those employees must fill out a new application as well.  They will not have to be rebadged since they already have the new badge.
  • When notified by the Pass & ID Office, send employee for rebadging.
Do not send employees to the Pass & ID Office for a new badge until you are notified to do so as the employee will be turned away.
  • Notify Mr. Craig Fujihara, Airport Security Manager, in writing, of any employees who are unable to meet the rebadge deadline for a specified reason (vacation, leave of absence, etc.) so their badges remain active.

Employee responsibility:

  • Complete applicable fields (sections 1, 2, 4, 5, and 6) with current and accurate information.
    • The applications may be typed or filled in with black ink.
    • The applications do not have to be printed in color.
    • The applications can be printed double-sided to conserve paper.
    • The applications must contain the company’s registered name.
    • Corrections cannot be made with correction tape (white out), scribbled out, or written over.  Simply line through the inaccurate information, write the correct information in available space, and initial both changes.
    • Leave fields that do not apply blank.
    • Page 3, section 4, must be initialed in ink.  Please do not type your initials in this section.
  • Provide legal names (first, middle, and last names, regardless of the amount of characters in the name, must be submitted).  Initials are not acceptable.
  • Pin numbers can remain the same OR the employee can select one to their liking.

If the field is left blank, the pin number will remain the same.  If the field is filled in, the new badge will have the new pin number.

  • Return the completed application to the responsible management official or Authorized Signatory.
  • When notified by the responsible management official or Authorized Signatory, report to the Pass & ID Office to exchange the current ID Media for a new one.

The Pass & ID Office will:

  • Collect original applications from the Authorized Signatory.
  • Notify Authorized Signatories when their employees can come to the Pass and ID Office to exchange their ID Media.
    • To complete the rebadge process in a timely and efficient manner, companies will be given a specific timeframe for their employees to exchange their badges.  The Pass & ID Office will deactivate badges issued to employees that are not rebadged by the given deadline.
  • Collect the old ID Media from the employee and issue a new one.

Other than the old ID Media, we do not require any additional identification for the rebadge / reissuance of ID Media.  There will be no cost to the employee or company for the exchanging of ID Media.  New employees and employees renewing their ID Media will follow the existing process.  Current fees for new and renewal ID Media apply and can be found at: http://hidot.hawaii.gov/airports/doing-business/badging/

This is a rebadge and not a badge renewal.  When we rebadge the employees, the badge expiration date will not change.  It will be a one-for-one swap.

If employees are due for badge renewal, we require notification that the employee is approved to renew their badges.  The renewing employee must fill out the new application and have it signed by the Authorized Signatory.  The renewing employee will be fingerprinted (if applicable) and issued a new badge that extends past the current expiration date.  The renewing employees must bring two forms of valid identification when they come in for renewal.  As a reminder, employees are eligible to renew their badges 60 days prior to expiration date.
