NOTICE OF AVAILABILITY
DRAFT ENVIRONMENTAL ASSESSMENT
PACIFIC REGIONAL AIRCRAFT RESCUE AND FIRE FIGHTING TRAINING CENTER
ELLISON ONIZUKA KONA INTERNATIONAL AIRPORT AT KEAHOLE

 

Pursuant to Title 49, United States Code, Section 47106(c)(1)(A), notice is hereby given that the State of Hawaii, Department of Transportation, Airports Division (HDOT-A) proposes to seek Federal Aviation Administration (FAA) approval of the Pacific Regional Aircraft Rescue and Fire Fighting Training Center at the Ellison Onizuka Kona International Airport at Keahole. The Proposed Action will serve the State of Hawaii as a Regional Training Center for Hawaii aircraft rescue and firefighting personnel. Site structures and components of the project will include an administration building, vehicle storage building and four training props. Additional site improvements will include utilities, road construction, a vehicle parking area, maneuvering areas for the training vehicles, and a spent water discharge system. The establishment of a regional training center will ensure consistent, safe, high-quality training for Hawaii aircraft rescue and firefighting personnel.

The Draft Environmental Assessment (EA) evaluates the potential environmental impacts of the Proposed Action described above and has been prepared pursuant to the requirements of Section 102(2)(c) of the National Environmental Policy Act (NEPA), and Section 509(b)(5) of the Airport and Airway Improvement Act of 1982, as amended. The FAA is the lead federal agency to ensure compliance with NEPA for airport development actions. The Draft EA was prepared in accordance with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures; and FAA Order 5050.4B, NEPA Implementing Instructions for Airport Actions. Pursuant to the federal Clean Water Act, Clean Air Act, the National Historic Preservation Act, and the Department of Transportation Act, the Draft EA includes an analysis of prudent or feasible alternatives, potential impacts, and mitigation measures, as appropriate.

Beginning on March 28, 2018, a copy of the Draft EA will be available for public review at http://airports.hawaii.gov/koa/airport-info/pratc/dea and at the following locations during normal business hours through April 27, 2018:
